ESEA Flexible Learning Program (FLP)

 

On November 2011, the Georgia Department of Education (GaDOE), submitted to the United States Department of Education (US ED), a waiver requesting flexibility related to ten ESEA requirements in order to strengthen accountability by replacing current AYP calculations to reflect the definitiions of Priority, Focus, and Rewards Schools.  This allows school districts to increase emphasis on their very lowest performing schools in all subject areas and highlight subgroup achievement gaps.

One of the ten requested waivers directly affected Supplemental Educational Services (SES). The waiver allows the school district to replace the tutorial services conducted by Supplemental Educational Services providers with a state-designed Flexible Learning Program (FLP) for Priority School students and Focus School students.

For the Title I schools that were required to offer SES due to their school improvement status, the ESEA Flexibility Wavier allows those schools to offer a Flexible Learning Program (FLP). FLP is an alternative supplemental academic intervention that is required for Priority and Focus Schools.   School districts are given greater flexibility in designing extended learning programs. These programs are tailored to meet the needs of the students requiring additional academic intervention. Flexible Learning Program delivery models may include tutoring, remediation and other educational interventions designed to increase the academic achievement of students in low-performing schools. Services may be provided during the school day using extended learning time, before/after school, on Saturdays, summer, or during intercessions.

Students from low-income families attending Title I Priority and Focus Schools are eligible to receive FLP services. The school district is required to submit FLP plans to the Georgia Department of Education for approval prior to implementation. All FLP interventions must be conducted for a period of three years in the school district’s Title I Priority and Focus Schools.
